Item No. 14 <br />memorandum <br />TO: Mayor & City Council <br />John Godwin, City Manager <br />FROM: Carla Easton, City Engineer <br />SUBJECT: TEXAS CAPITAL FUND MAIN STREET IMPROVEMENTS PROGRAM <br />CONTRACT AWARD FOR ENGINEERING SERVICES <br />DATE: June 8, 2016 <br />BACKGROUND: The City of Paris has replaced sidewalks in the downtown area over the past <br />several years with grant money from the State. In 2015, the City applied for a grant through the <br />Texas Capital Fund Community Development Block Grant Main Street Program. The City was <br />awarded a contract and is need of professional services to administer the grant with the state. <br />This project will replace the broken sidewalks on the south side of Lamar Avenue from 1st SE <br />Street to N Main Street, and the west side of 1st SW Street from Kaufman Street to Austin Street. <br />The maximum grant amount of $150,000 was awarded to the City, and it required a minimum <br />10% match. The City's application included a 30% match ($45,000). The total estimated cost of <br />the project is approximately $195,000. <br />The City is in need of professional engineering services to design and prepare construction <br />drawings for the project. <br />STATUS OF ISSUE: The City issued a request for qualifications in May 2016, and received 5 <br />submittals for design services on this project. Each submittal was evaluated in accordance with <br />the state procurement procedures, and Birkoff, Hendricks & Carter LLC (BHC) was selected as <br />the most qualified firm. <br />BHC has submitted a proposal in the amount of $30,000 for engineering services on this project. <br />BUDGET: This project will be funded from the $150,000 Texas Capital Fund Grant and <br />$45,000 from the 2015 -2016 City of Paris budget. The total budget for the project is $195,000. <br />RECOMMENDATION: Authorize the City Manager to execute a contract with Birkoff, <br />Hendricks & Carter LLC for engineering services on the Texas Capital Fund Main Street project. <br />
