Section 1. That the findings set out in the preamble to this ordinance are hereby <br />in all things approved. <br />Section 2. That Chapter 2, Article IV, Division I of the Code of Ordinances of the <br />City of Paris, Texas relating to Emergency Medical Services is hereby amended to add the <br />following sections: <br />"Sec. 2 -100 - Definitions <br />"`Emergency medical services' shall mean services used to respond to an <br />individual's perceived need for immediate medical care and to prevent death <br />or aggravation of physiological or psychological illness or injury and shall <br />include transfer of an individual by emergency medical services vehicle <br />attended by emergency medical services personnel, and any services <br />provided therewith, in non - emergency situations. <br />"'Emergency medical services personnel' means: <br />(a) emergency care attendant; <br />(b) emergency medical technicians <br />(c) advanced emergency medical technicians <br />(d) emergency medical technicians - paramedic; or <br />(e) licensed paramedic. <br />"'Emergency medical services vehicle' means: <br />(a) a basic life - support emergency services vehicle; <br />(b) an advance life- support emergency services vehicle; <br />(c) a mobile intensive care unit; or <br />(d) a specialized emergency medical services vehicle <br />" `Emergency medical service provider' means a person who uses or <br />maintains emergency medical services vehicles, medical equipment, and <br />emergency medical services personnel to provide emergency medical <br />services. <br />"Sec. 2 -101 - Findings <br />(a) The provision of emergency medical services is a primarily <br />governmental function to be performed in accordance with the terms of this <br />chapter. <br />(b) The addition of emergency medical services providers in the City of <br />Paris will interfere with and adversely affect the provision of emergency <br />medical services as defined herein provided by the licensed medical services <br />provider operating in the City, to wit: City of Paris EMS. <br />(c) There is no existing emergency medical services provider shortage <br />that cannot be resolved through the use of City of Paris EMS. <br />
