PARIS ECONOMIC DEVELOPMENT CORPORATION <br />SPECIAL MEETING <br />Board Members Present: <br />Richard Manning, Chair <br />John Brockman, Vice -Chair <br />Don Wilson, Secretary/Treasurer <br />Ray Banks <br />Derrick Hughes <br />Ex- Officio Members Present: <br />Pam Anglin, PJC President <br />Legal Counsel: <br />Stephanie Harris <br />Call to Order: <br />Community Room <br />1125Bonham Street <br />Paris, Texas 75460 <br />Wednesday July 13, 2016 <br />4:00 O'CLOCK P.M. <br />MINUTES <br />Staff Present: <br />Michael Paris, Executive Director <br />Paula Brownfield, Administrative Assistant <br />Chris Stout, Office Assistant <br />Guest(s) Present: <br />Amanda Gohn, The Paris News <br />City Council Liaison: <br />Billy Trenado, City Council <br />The July 13, 2016 special meeting of the Paris Economic Development Corporation was called to order <br />by Mr. Manning at 4:00 p.m. <br />Discuss and Possibly approve to discontinue the 2013 J Skinner Bakina incentive <br />agreement. <br />Mr. Manning stated the Board would discuss and possibly approve to discontinue the <br />2013 J Skinner Baking incentive agreement. He asked Mr. Paris to start the discussion. <br />Mr. Paris gave short history of J Skinner coming to Paris, Texas. The old Sara Lee <br />building was large enough for J Skinner to expand and add new product lines. J Skinner <br />invested $5.6 million for the facility and another $19.4 million more was added in <br />equipment and infrastructure; the total investment was $25 million. They came to Paris <br />to ready to invest and create jobs. On their 2012 -2017 proforma J Skinner listed the <br />creation of 393 jobs. The PEDC offered incentives of about $1.2 million, $196,000 was <br />for job training, and $982,000 was for job creation. <br />2013 <br />132 jobs <br />PEDC paid out $2500 per job created for a total of $330,000. <br />PEDC paid out $500 for 117 to have job training at a cost of $58,500. <br />The Total aid: $388,500. <br />2014 <br />199 jobs <br />No Payouts <br />2015 <br />59 jobs <br />No Payouts <br />2016 <br />No jobs <br />No Pa outs <br />2017 <br />1 No jobs <br />No Payouts <br />
