Item No. 10 memorandum TO: City Council John Godwin, City Manager FROM: Carla Easton, PE, City Engineer SUBJECT: 2016 TxCDBG — CD PROGRAM GRANT ADMINISTRATION SERVICES DATE: August 16, 2016 BACKGROUND: In 2015, the City applied for a grant through the Texas Community Development Block Grant Program — Community Development Fund (TxCDBG — CD), administered by the Texas Department of Agriculture for the replacement of water lines, sewer lines and street repair on Dickson Street from 91h NW to 11th NW, and also a sewer line replacement along Orange St. A location map is attached for reference. Staff has been notified that Paris will receive this grant in 2016 -17 budget year, providing $275,000 toward plan development and construction of the proposed improvements. As such, grant administration services are needed to assist with the state requirements. STATUS OF ISSUE: A request for proposals for grant administration services was advertised on August 1, 2016, and a single proposal was received from Resource Management & Consulting Co. The contract fee for administrative services is $22,750, which includes the following: record keeping, financial management, environmental review, EEO /Fair Housing /Civil Rights compliance, quarterly reports, labor standards monitoring, construction compliance, close -out documentation and audit. Mr. Charles Edwards with Resource Management & Consulting has provided satisfactory services on similar projects under this program for the City. BUDGET: The grant requires a 20% match by the City in the amount of $55,000, for a total proposed project cost of $330,000. Funds are designated in the 2016 -17 grant fund budget. RECOMMENDATION: Authorize the City Manager to execute a contract for grant administration services with Resource Management Consulting Co. in the amount of $22,750.
