Item No. 10 <br />memorandum <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Carla Easton, PE, City Engineer <br />SUBJECT: 2016 TxCDBG — CD PROGRAM GRANT ADMINISTRATION SERVICES <br />DATE: August 16, 2016 <br />BACKGROUND: In 2015, the City applied for a grant through the Texas Community <br />Development Block Grant Program — Community Development Fund (TxCDBG — CD), <br />administered by the Texas Department of Agriculture for the replacement of water lines, sewer <br />lines and street repair on Dickson Street from 91h NW to 11th NW, and also a sewer line <br />replacement along Orange St. A location map is attached for reference. Staff has been notified <br />that Paris will receive this grant in 2016 -17 budget year, providing $275,000 toward plan <br />development and construction of the proposed improvements. As such, grant administration <br />services are needed to assist with the state requirements. <br />STATUS OF ISSUE: A request for proposals for grant administration services was advertised <br />on August 1, 2016, and a single proposal was received from Resource Management & <br />Consulting Co. The contract fee for administrative services is $22,750, which includes the <br />following: record keeping, financial management, environmental review, EEO /Fair <br />Housing /Civil Rights compliance, quarterly reports, labor standards monitoring, construction <br />compliance, close -out documentation and audit. Mr. Charles Edwards with Resource <br />Management & Consulting has provided satisfactory services on similar projects under this <br />program for the City. <br />BUDGET: The grant requires a 20% match by the City in the amount of $55,000, for a total <br />proposed project cost of $330,000. Funds are designated in the 2016 -17 grant fund budget. <br />RECOMMENDATION: Authorize the City Manager to execute a contract for grant <br />administration services with Resource Management Consulting Co. in the amount of $22,750. <br />
