This is a new <br />process, but has shown itself to be of value to developers and city staff alike. <br />• Asbestos is a potentially deadly material if it enters a person's lungs. It can only do that <br />if it becomes "friable," which means airborne in tiny particles. Unfortunately, because of <br />its history of fires Paris has far more asbestos than almost any other city. As a result, <br />demolition and reconstruction are often very expensive. Laws regulating asbestos <br />removal and containment are set and enforced by the state, however; the city plays no <br />role. There are techniques to encapsulate asbestos in some cases, safely saving costs. <br />BUDGET: NA <br />RECOMMENDATION: Direct staff to make modifications and changes as required. <br />
