Item No. 7 <br />memorandum <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Carla Easton, PE, City Engineer <br />SUBJECT: ENGINEERING SERVICES CONTRACT FOR HYDRAULIC ANALYSIS <br />OF BIG SANDY CREEK, TRIBUTARIES 4 & 6 <br />DATE: August 17, 2016 <br />BACKGROUND: In April and May of this year, the City of Paris experienced rain events <br />causing localized flooding of properties along Big Sandy Creek. In response to the call for <br />drainage improvements citywide, Council authorized drainage related projects that will alleviate <br />flooding potential, and requested specific attention to locations where flooding resulted in <br />property damage. Many of the drainage channels have been cleared of debris and overgrowth, <br />which will improve flow in the ditches and creeks. However several reaches need a detailed <br />analysis to determine where and why the existing system is deficient so that appropriate <br />improvements can be designed and implemented. Areas along tributaries 4 and 6 of Big Sandy <br />Creek suffered severe flooding, and while some sections of this creek have been improved with <br />past projects, there appears to be locations where the channel is constricted by existing <br />undersized structures, poorly graded flowlines, and failing structures. A hydraulic analysis is <br />needed to identify the bottlenecks and provide a comprehensive solution to the drainage issues <br />along these reaches. <br />STATUS OF ISSUE: Cobb Fendley & Associates has submitted a proposal for engineering <br />services to develop a hydraulic model of the subject channel from its upper reaches at E Cherry <br />Street to the outfall at Clarksville Street. The scope of work includes a full assessment of the <br />existing channel, an existing conditions hydraulic model, a modified FEMA model, development <br />of improvement alternatives, construction cost estimates, phased implementation schedule for <br />project planning, and a full report of findings to Staff and Council. The fee for services is <br />$79,910, and upon Council approval, would be paid from the drainage fund. <br />RECOMMENDATION: Authorize the City Manager to execute a contract with Cobb Fendley <br />& Associates for an amount not to exceed $85,000. <br />
