Item No. 11 <br />memorandum <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Carla Easton, PE, City Engineer <br />SUBJECT: CONTRACT CLOSEOUT FOR PROJECT B1 OF 2013 BOND FUND <br />PROJECTS <br />DATE: August 23, 2016 <br />BACKGROUND: The 2013 Bond Fund for Water and Sewer Infrastructure projects includes <br />water line and sewer line replacements in West Paris known as Contract B1, which consists of <br />the following infrastructure improvements: <br />1. Water line and sewer line replacement on Houston Street from 34th NW to NW Loop 286 <br />2. Water line and sewer line replacement on 19th SW from Kaufman to SW Loop 286 <br />3. Water line replacement along Maple from 13th NW to 17th NW <br />4. Sewer line replacement along NW Loop 286 to the Battles Lift Station <br />Contract BI was awarded to B. Bray Construction on October 17, 2014, in the amount of <br />$2,425,00.00. Change Order #1 was approved on July 21, 2015 in the amount of $18,030, which <br />added utility work along the NW Loop 286 and increased contract time by 93 days. Change <br />Order #2 was approved on June 20, 2016, in the amount of $83,732.00, which covered the cost <br />increase for asphalt paving and milling work for 36th NW between Graham to dead end south & <br />West Houston St. from 34th NW to Loop, including milling 2 -in of existing surface and <br />replacing with 2 -inch HMAC overlay to full width of streets. The final contract amount, <br />including all change orders is $2,526,764.00. <br />STATUS OF ISSUE: B. Bray Construction has completed all work under this contract. The <br />utilities have been substantially complete and utilized by the City since early 2016; however wet <br />weather delayed the final project cleanup. The City also requested a third -party inspection of the <br />utility improvements, also affecting the close out process. <br />The total pay amount to B. Bray Construction for all work completed under this contract is <br />$2,497,242.00. Progress payments have been made in accordance with the contract documents, <br />and the only remaining payment is for the retained amount of $60,337.75, which will be released <br />upon final acceptance by City Council. <br />BUDGET: This project is funded from the 2013 Bond Fund for infrastructure improvements. <br />RECOMMENDATION: Approve final payment and project close out for Contract B1 with B. <br />Bray Construction. <br />
