Call meeting to order — Richard Manning, Chair 2. Citizens' Input (Persons desiring to address the Paris EDC Board must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Board from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the Paris EDC, Board Members or employees are not appropriate for citizens' input.) 3. Discuss and possibly approve Minutes of the August 16, 2016, Monthly Meeting and the August 23, 2016, Special Meeting. 4. Discuss and possibly approve August 2016 Financials. 5. Discuss and possibly approve final budget amendments to the 2015 -2016 Budget. 6. Discuss and possibly vote to proceed with obtaining approval from Paris City Council to expend PEDC funds from its undesignated fund balance to finance the construction of the building at 2305 NW Loop 286. (According to the PEDC Bylaws, Section 4.12.) 7. Executive Director's Monthly Report. 8. Convene into Executive Session: a) Pursuant to Section 551.087 of the Texas Government Code to discuss or deliberate: 1) Commercial or Financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations, or 2) to deliberate the offer of a financial or other incentive to a local business.
