MINUTES <br />REGULAR MEETING <br />PLANNING AND ZONING COMMISSION <br />CITY COUNCIL CHAMBERS <br />107 E. KAUFMAN STREET <br />PARIS, TEXAS <br />MONDAY, AUGUST 1, 2016 <br />5:30 O'CLOCK P.M. <br />The meeting of the Planning and Zoning Commission on Monday, August 1, 2016, was <br />called to order at 5:30 p.m. by Jerry Akers, Vice - Chairman. <br />A. The following members were present: John Lee, Jerry Akers, Barney Bray, Mike <br />Folmar, Robert Spain and Chad Lindsey <br />B. The following members were absent: Holland Harper <br />C. Also present were Alan Efrussy, Planning Manager; Carla Easton, City Engineer; <br />Stephanie Harris, City Attorney; Steve Clifford, City Council; Clyde Crews, Fire <br />Marshal; Ashley Fendley, Secretary for the Planning and Zoning Commission and <br />Concerned Citizens. <br />2. Approval of minutes from previous meetings. (July 5, 2016) <br />Motion was made by Mike Folmar, seconded by John Lee to approve minutes for the July <br />5, 2016 meeting. Motion carried 5 -0. <br />Robert Spain arrived at 5:31 p.m. <br />3. Public hearing to consider and take action regarding the petition of Blake Thomas on <br />behalf of Chad Brown for a change in zoning from General Retail District (GR) to a <br />General Retail District with a Specific Use Permit (SUP) for a Tattoo Shop, on the City of <br />Paris Block 315, Lot part of 1 -A, being located at 3605 N.E. Loop 286, Suite 400A. <br />Public hearing was declared open. <br />A. One individual spoke in favor. <br />Blake Thomas, Houston, Texas, spoke in favor of the petition. Mr. Thomas stated <br />he had a shop in downtown Paris, Texas called Inkwell Tattoo and Art Gallery a <br />few years ago. Mr. Thomas stated they moved to Houston, Texas and are coming <br />back to Paris, Texas. Mr. Thomas further stated that he hopes the commission will <br />approve the change in zoning so he can reopen his shop here in Paris, Texas. <br />
