A. 1" National Bank Building (104 Bonham); City Block 8, Lot 7 <br />Owner: CTRA Property Holdings Corp, 8004 Two Coves Dr, Austin TX 78730 <br />Robert Talley stated this structure came before BSC 5/23/16 and said the owner, <br />David Alarid, the cell companies, and the engineer working for the owner were at <br />that meeting. The Commission ordered that the owner make repairs to the <br />building, specifically by demolishing the west wall, within 90 days. The 90 days <br />have passed, and the owner has made no repairs. <br />Mr. Talley presented photos from 5/23/16 showing netting and cabling across <br />west wall of building to temporarily hold the brick veneer which is separating <br />from the concrete wall of the building. Photos from 9/19/16 show the same <br />netting and cabling, and further show that no repairs have been made to this wall. <br />Mr. Talley handed out a packet to the Commissioners with documents showing <br />the timeline after the 05/23/16 meeting. The first document in the packet is an <br />email dated 5/24/16 from David Isbell of Eikon Consulting Group, the <br />engineering firm hired by the owner, to Mr. Alarid and representatives of the cell <br />phone companies requesting a meeting on 5/26/16 to discuss how to resolve the <br />problem of the west wall within the 90 -day period. Attached to the email were <br />specific questions to the cell companies, scaffolding contractor, demolition <br />contractor, roofing contractor, and Oncor. Mr. Alarid's response to the email <br />states in part, "Good luck in the meeting with these liars [the cell phone <br />companies] as I am willing to bet you dinner at Eddie V's or Ruth Chris <br />steakhouse you will also conclude they only waste time, lie, and have no intention <br />of cooperating. Which then means the City will end up paying for the wall <br />removal and demo of the building - - -oh no, what will the cell companies cry about <br />then ?" On 5/26/16, the City sent the owner a Notice of Order specifically <br />addressing the problem of the west wall and cornice on the east wall and further <br />stating that the property must be repaired within 90 days. The Notice further <br />outlined the owner's rights related to the Order. <br />The next item in the timeline is a report from Eikon and written by Mr. Isbell <br />outlining the results of the meeting held at property on 5/26/16. Attendees are <br />listed as: Jud Stringer, BAD Company (Demolition); Don Walters, BETCO <br />Scaffolds; Jamie Pereyra, BETCO; James Reed, AT &T; Preston Spurlin, MSTI; <br />Kendall Cook, Metro PCS /T- Mobile; Richard Moore, Blackwater <br />Communications; Jeff Key, Oncor; Rudy Rodriquez, Castro Roofing; David K. <br />Isbell, P.E., EIKON Consultant Group; Nathan McQuillan, EIKON Consultant <br />Group. The summary section of the report states that all parties agreed to a <br />temporary solution to run service to existing meter on south wall and install <br />scaffolding; that the parties agreed to a method for getting permanent power to <br />building to power cell equipment once building has been abated for asbestos; a <br />plan was agreed upon by all parties to re -roof building by moving <br />around/re- configuring the existing equipment; and that repair work for west wall <br />could begin within a few days and should take 2 -3 months. Mr. Isbell notes that it <br />was understood by all parties the owner still had to agree to this plan. The <br />
