Item No. 16
memorandum
TO: Mayor & City Council
FROM: John Godwin, City Manager
SUBJECT: EMS STATION ARCHITECT
DATE: October 14, 2016
BACKGROUND: At the October 10 council meeting, the council tabled hiring an architect who
would provide necessary design and related services for construction of a new EMS station in
northwest Paris. As I mentioned on the 10th, we have been in contact with three firms, and I am
sure all can do the job. I recommended Ron Hobs Architects from Garland because they are the
most experienced of the three, and also because I have worked directly with them in the past on
other successful municipal projects, which is their particular specialty.
STATUS OF ISSUE: I did not factor in any extra "credit" for a local firm, but based my initial
recommendation only on qualifications and experience. The new station, located on 19th NW,
will replace the one now located inside PRMC. The structure will be very simple, essentially a
metal building with two ambulance bays, a dayroom and kitchen, and two bedrooms, so using a
public safety- experienced firm is not a prerequisite to success. Price should be about the same
from any of the three, though we may not base the selection on price in any case.
BUDGET: Up to $30,000 has been included in the 2016 -17 operating budget.
RECOMMENDATION: Authorize city manager to execute an agreement with a preferred
architectural firm.
