4. Public hearing to consider and take action regarding the petition of Lesa Coder on behalf of Crest Water Properties for a change in zoning from Commercial District (C) to a Commercial District (C) with a Specific Use Permit (52- Self - Storage /Mini Warehouses), on City Block 306, Lot IB, being located at 425 N.E. Loop 286 Public hearing was declared open. A. One individual spoke in favor. Lesa Coder, Houston, Texas, spoke in favor of the petition. Ms. Coder stated she represents Crest Water Properties the new owners of 425 N.E. Loop 286. Ms. Coder stated she is working with the City of Paris on a utility easement on the front of the property. However, Ms. Coder stated that they have requested this specific use permit to be a legal conforming use. B. No one spoke in opposition. Public hearing was declared closed. Motion was made by Holland Harper, seconded by Barney Bray to approve the petition, subject to the planning manager conditions. Motion carried 6 -0. 5. Public hearing to consider and take action regarding the petition of Evan Evans on behalf of Sami Ebrahim for a change in zoning from Commercial District (C) to a Commercial District (C) with a Specific Use Permit (45- Auto Fuel Sales), on City Block 170 -C, Lot 15, being located at 2735 South Church Street. Public hearing was declared open. A. One individual spoke in favor. Duncan McMillan, Paris, Texas spoke in favor of the petition. Mr. McMillan stated that this would be great new improvement to this area. Mr. McMillian further stated he hopes the commission will support this new development. B. No one spoke in opposition. Public hearing was declared closed. Motion was made by Holland Harper, seconded by John Lee to table the petition to the November 7, 2016 Planning and Zoning Meeting. Motion carried 6 -0. 6 Consideration of and action on the Preliminary Plat of Lot 1, Block A, MK Properties Addition CB 286, located at the SE corner of 2 7`h NE and E. Price Street.
