MINUTES <br />SPECIAL MEETING <br />PLANNING AND ZONING COMMISSION <br />CITY COUNCIL CHAMBERS <br />107 E. KAUFMAN STREET <br />PARIS, TEXAS <br />MONDAY, OCTOBER 17, 2016 <br />5:30 O'CLOCK P.M. <br />The meeting of the Planning and Zoning Commission on Monday, October 3, 2016, was <br />called to order at 5:3 Op.m. by Holland Harper, Chairman. <br />A. The following members were present: John Lee, Holland Harper, Barney Bray, <br />Mike Folmar, Robert Spain, Jerry Akers and Chad Lindsey <br />B. Also present were Alan Efrussy, Planning Manager; Carla Easton, City Engineer; <br />Stephanie Harris, City Attorney; Ashley Fendley, Secretary for the Planning and <br />Zoning Commission and concerned citizens. <br />2. Approval of minutes from previous meetings. (October 3, 2016) <br />Motion was made by John Lee, seconded by Mike Folmar to approve minutes for the <br />October 3, 2016 meeting with corrections. Motion carried 7 -0. <br />3. Public hearing to consider and take action regarding the petition of Jason Vickers on <br />behalf of Spencer O'Connor for a change in zoning from General Retail District (GR) to a <br />General Retail District with a Specific Use Permit (SUP) for a Tattoo Shop, on the City of <br />Paris Block 249, Lot 12, being located at 2620 Lamar Avenue. <br />Public hearing was declared open. <br />A. One individual spoke in favor. <br />Jason Vickers, 2620 Lamar Avenue Paris, Texas spoke in favor of the petition. Mr. <br />Vickers stated that he will be running a clean business by appointments only. Mr. <br />Vickers stated he wants to have a more personal business and provide one on one <br />time. Mr. Vickers further stated that he hopes the commission will approve his <br />zoning request. <br />B. No one spoke in opposition. <br />Public hearing was declared closed. <br />Motion was made by John Lee, seconded by Chad Lindsey to approve the petition. <br />
