ORDINANCE NO. 2016 -036 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS ESTABLISHING SCHOOL ZONE SPEED LIMITS ON CERTAIN PORTIONS OF CERTAIN STREETS AND HIGHWAYS AND PUBLIC PLACES IN THE CITY OF PARIS; REPEALING ORDINANCE NO. 2009 -010 ESTABLISHING A SCHOOL SPEED ZONE IN 300 - 400 BLOCK OF NE 2"D STREET; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; MAKING OTHER FINDINGS OF FACT AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, there presently exist in the City of Paris, Texas, certain school zone speed limits on city streets and highways, which school zone speed limits were duly adopted by ordinance of the City Council, and which have been amended from time to time, also by ordinance; and WHEREAS, prior to the beginning of the 2016 -2017 academic year, school districts in the City have adjusted the starting and dismissal times of the school day at various campuses; and WHEREAS, Ralph Rogers Academy, a private school, has closed and is no longer in operation, negating the need for the school zone established in Ordinance No. 2009 -010 and located in the 300 -400 block of NE 2nd Street as well as school zones located in the 100- 200 Block of E. Booth and the 300 -400 Block of 3rd NE Streets; and WHEREAS, the City of Paris Traffic Commission is charged with the responsibility to study and evaluate reasonable rates of speed on City streets and roadways; and WHEREAS, the Traffic Commission, at its regular meeting of October 11, 2016, considered and evaluated a request to adjust the times of operation of school zone speed limits at such school zones throughout the City; and WHEREAS, having done so, the Traffic Commission has recommended to the City Council that the adjustment of the times of operation of said school zones is necessary to protect the health and safety and is in the best interest of the citizens of the City of Paris; and WHEREAS, the Traffic Commission has further recommended the repeal of the school zone established in Ordinance No. 2009 -010 and located in the 300 -400 Block of N.E. 2nd Street as well as school zones located in the 100 -200 Block of E. Booth and the 300- 400 Block of 3rd NE Streets; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS:
