the commission that the removal of the existing fagade was in response to apiece of the fagade <br />coming off, When investigation tookplace it was discovered that all the boards holding on the slip <br />cover fagade were deteriorated and needed replacing. Lisa explained that the slip cover was <br />removed and numbered, and a new framing material will be installed to return the slip cover to the <br />exact specification as it was before repair. A motion to approve the COA #2016 -046 was made by <br />Commissioner Knox, seconded by Commissioner Conrad, motion carried 6 - 0 <br />6. Commissioner Dux asked each commissioner if they are willing to report on a section of the <br />design standards monthly -style and influence. <br />a. Materials- Pat Conrad <br />f. Signs and Historic Buildings- Sarah Barbee <br />7. Report on Stand Alone Districts- Commissioner Steely gave a report of the standalone historic <br />districts and their present condition. He recommends for future nominations for standalone <br />districts, the neighborhood around the nomination could be a place to reach out and effort to <br />include anyone interested in the process. He also recommended that the commission look ways <br />to incentivize the property owners. Commissioner Steely felt that the commission should have <br />an outreach to the National Register district and the Historic District property owners and <br />inform them of the incentives. He recommended there be a tax break by council, or at least <br />some sort of outreach yearly to make the National Register and Historic District more exciting <br />to property owners. Commissioner Dux reminded the commission that there is a tax abatement <br />freeze on City Taxes for improvements. Commissioner Steely had some questions why some <br />wouldn't want to be on National Register or Local Landmark. Commissioner Steely offered to <br />research other towns to see what the incentives are that make people want to own property in <br />the district. Barbara Wilson who is a guest made the comment that the owners ofproperty <br />have to initiate the process of Standalone and National Register, and for properties that have <br />been demolished, keeping the property in the district would encourage appropriate infill. <br />8. Texas Treasure Business Award: In the absence of Commissioner Rolen, Cheri Bedford <br />passed out the invitation to the commissioners to the Texas Treasure Business Award on <br />November 14Th <br />9.
