Item No. 12 <br />memorandum <br />TO: Mayor & City Council <br />FROM: John Godwin, City Manager <br />SUBJECT: REGIONAL COORDINATION COMMITTEE SUPPORT <br />DATE: December 5, 2016 <br />BACKGROUND: The NAS Fort Worth, JRB Regional Coordination Committee (RCC) is a <br />voluntary organization of local governments formed to promote and preserve the military <br />mission at that naval installation. The RCC encourages compatible land use planning, conducts <br />community outreach, and participates in military affairs surrounding NAS Fort Worth, JRB. The <br />RCC also supports legislation that promotes compatible growth and provides cities and counties <br />enhanced options to manage growth near military installations and within training areas. <br />The RCC seeks legislation that promotes compatible development through the following tools: <br />• Creating effective methods to initiate dialogue between project developers, military <br />bases, and city, county, and state officials prior to certain types of development that may <br />adversely affect military operations; <br />• Enhancing communication to inform current and potential residents who may be affected <br />by military operations; and <br />• Supporting collaboration between local governments, state, and the FAA to advance <br />regulations to ensure safe operations of unmanned aircraft. <br />STATUS OF ISSUE: In order to assist them in getting support for these positions, the RCC has <br />asked local governments near military bases to pass a resolution or authorize a letter of support. <br />We have become familiar with the RCC through our work with NCTCOG and its JLUS <br />committee, which has been studying land uses at and near Camp Maxey. (We still could use a <br />council member to volunteer for this committee.) <br />BUDGET: NA <br />RECOMMENDATION: Authorize city manager to send letter of support. <br />
