Item No. 16 <br />memorandum <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Carla Easton, PE, City Engineer <br />SUBJECT: 2016 TxCDBG — CD PROGRAM ENGINEERING SERVICES FOR <br />DICKSON & ORANGE INFRASTRUCTURE IMPROVEMENTS <br />DATE: December 6, 2016 <br />BACKGROUND: In 2015, the City applied for a grant through the Texas Community <br />Development Block Grant Program — Community Development Fund (TxCDBG — CD), <br />administered by the Texas Department of Agriculture for the replacement of water lines, sewer <br />lines and street repair on Dickson Street from 9`" NW to 11 th NW, and also a sewer line <br />replacement along Orange St. The City has been awarded this grant for the 2016 -17 budget year, <br />providing $275,000 toward plan development and construction of the proposed improvements. <br />Professional services for engineering are needed to develop the plans and specifications for the <br />project. <br />STATUS OF ISSUE: A request for qualifications for engineering services was advertised and <br />three firms responded. Each submittal was evaluated in accordance with the state procurement <br />procedures, and Birkoff, Hendricks & Carter LLC (BHC) was selected as the most qualified <br />firm. <br />The grant amount available for engineering services is $30,000, and includes design, bidding and <br />construction management services. BHC has provided satisfactory services on past projects <br />under the TxCDBG program for the City. <br />BUDGET: The grant requires a 20% match by the City in the amount of $55,000, for a total <br />proposed project cost of $330,000. Funds are designated in the 2016 -17 grant fund budget. <br />RECOMMENDATION: Authorize the City Manager to execute a contract for professional <br />engineering services with Birkoff, Hendricks & Carter LLC (BHC) for the Dickson Orange <br />Infrastructure Improvements project. <br />
