Item No. 17
memorandum
TO: Mayor & City Council
FROM: John Godwin, City Manager
SUBJECT: SMOKING ORDINANCE REVISION
DATE: December 20, 2016
BACKGROUND: In 2014 the city passed a new ordinance restricting smoking in many public
and work locations, especially restaurants. Since that time, we have issued a number of warnings
but no citations. Compliance has been almost all voluntary and quite good. No revisions have
been made to the ordinance to date.
STATUS OF ISSUE: Recently, we have evaluated the need to make some clarification to our
ordinance definition of an "enclosed space." The definition now requires a structure to have only
two walls to be considered enclosed, and we want to change that to three, exclusive of open roll -
up doors as are sometimes found in manufacturing workplaces.
BUDGET: NA.
RECOMMENDATION: Approve attached ordinance amendment.
