Item No. 23 <br />memorandum <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Carla Easton, PE, City Engineer <br />SUBJECT: DEVELOPMENT PROCESS UPDATE <br />DATE: January 3, 2017 <br />BACKGROUND: The City has adopted codes and ordinances that govern the process for land <br />development, including property zoning, subdivision, permitting, and inspections for new <br />construction, remodels, and business occupancy. The process has been in place since adoption <br />of the Zoning Ordinance and Subdivision Regulations over 30 years ago, and it was further <br />defined with adoption of building codes and standards in 2010. <br />Staff has seen a need to outline the process in a format that is more user - friendly and readily <br />available to developers in the community. <br />STATUS OF ISSUE: In response to the community's need for a defined process, and at the <br />request of the City Council, staff has developed a process flowchart identifying the appropriate <br />steps for a development project in Paris. The flowchart outlines the 10 steps that an <br />owner /developer should follow for site development, as well as the staff's role in the process. A <br />copy of the flowchart will be made available on the City website, and supplemental documents <br />are being developed to further describe each step. <br />Listed below are the 10 general steps to consider during the development process. <br />1. Request a pre - application meeting with the Development Review Committee (DRC) <br />2. Submit the appropriate application form with supporting documents for review <br />3. DRC reviews the documents for compliance with zoning and other regulations <br />4. Case is presented to the appropriate boards and commissions <br />5. Submit civil engineering plans and building plans for review <br />6. Apply for development permit for grading work and public infrastructure <br />7. Proceed with civil site construction and inspections <br />8. Apply /receive a building permit for vertical construction <br />9. Proceed with building construction and inspections <br />10. Apply /receive a certificate of occupancy <br />BUDGET: NSA <br />RECOMMENDATION: NSA <br />
