Item No. 16 <br />memorandum <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Bob Hundley, Chief of Police <br />SUBJECT: AMENDMENT TO ORDINANCE CHAPTER 5- ANIMALS AND FOWL <br />DATE: January 10, 2017 <br />BACKGROUND: The city of Paris animal shelter receives many animals who are sick or have <br />never been vaccinated. This negatively effects the health environment of the shelter along with <br />the health of animals which are adopted or rescued. Current ordinance does not allow the city to <br />establish ownership of the animal until the animal has been in the shelter for a minimum of 72 <br />hours. Current state law does not allow for the shelter to vaccinate animals that do not belong to <br />the city. <br />STATUS OF ISSUE: The Lamar County Humane Association has secured funding to <br />administer vaccinations to all animals entering the shelter, specifically `kennel cough'. This <br />amendment to our animal ordinance is to establish `temporary' ownership so as to allow LCHA <br />members to vaccinate shelter animals. <br />BUDGET: There is no impact to the budget. <br />RECOMMENDATION: Amend Chapter 5, Section 5 -1 Definitions, and Section 5 -3 Animal <br />Control 5 -3(a)7 as presented. <br />
