<br />ORDINANCE NO. 99-022 <br /> <br />AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING THAT <br />THE CODE OF ORDINANCES, CITY OF PARIS, PARIS, TEXAS, BE AMENDED BY <br />ADDING A SECTION TO BE NUMBERED 23-6 OF SAID CODE; DECLARING A <br />PORTION OF LAKE CROOK AS A CITY PARK; ESTABLISHING THE HOURS <br />DURING WHICH LAKE CROOK WILL BE OPEN TO THE PUBLIC; PROVIDING FOR <br />THE CLOSURE OR USE OF LAKE CROOK FOR SPECIAL EVENTS; PROVIDING FOR <br />A PENALTY NOT TO EXCEED $500.00; REPEALING ALL ORDINANCES OR PARTS <br />OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE <br />DATE OF APRIL 5, 1999. <br /> <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS: <br /> <br />Section 1. That the Code of Ordinances of the City of Paris, Paris, Texas, be amended <br />by adding a section to be numbered 23-6, to read as follows: <br /> <br />"Sec. 23-6. Lake Crook Park; hours of operation; special events permitted. <br /> <br />"(a) That a portion of Section 8 of Lake Crook is hereby designated as a city <br />park and shall be known as Lake Crook Park. Such park shall be closed every day <br />from 10:00 p.m. until 5:00 a.m. Such park may be closed at any time when deemed <br />necessary for the protection of the public health and welfare. It shall be unlawful for <br />any person to loiter, idle, wander, stroll, or play in such park during such period when <br />it is closed. However, if anyone applies for permission to carry out an activity in the <br />park during hours when it is closed and the city manager determines that such activity <br />will not create a disturbance or public nuisance, such manager shall have authority <br />to issue a special permit of such activity. <br /> <br />"(b) In accordance with Chapter 24, Article II, the Special Events Committee <br />may permit the closure of Lake Crook Park for events which meet the definition of <br />a Special Event during the hours which the park would normally be open to the <br />public and for such lengths of time as the Committee deems appropriate, depending <br />on the nature of the event." <br /> <br />Section 2. Any person violating any of the provisions of this ordinance shall be guilty of <br />a Misdemeanor and, upon conviction, shall be fined in any sum not to exceed $500.00, and each <br />and every day's continuance of any violation of the above-enumerated section shall constitute and <br />be deemed a separate offense. <br /> <br />Section 3. All ordinances or parts of ordinances in conflict herewith are hereby expressly <br />repealed. <br /> <br />Section 4. This ordinance shall become effective on April 5, 1999. <br />
