Item No. 18 <br />memorandum <br />TO: Mayor & City Council <br />FROM: John Godwin, City Manager <br />SUBJECT: APARTMENT TAX CREDIT PROJECT <br />DATE: February 1, 2017 <br />BACKGROUND: As you likely recall from last year, three affordable housing tax credit <br />applications were presented to the council in early 2017. The council approved a resolution for <br />one of the three, and denied the other two. None were ultimately approved by the Texas <br />Department of Housing & Community Affairs. <br />State Street Housing proposed to construct a new apartment complex on the north side of east 82 <br />near the Reno city limit. That complex would have used the tax credits to provide affordable <br />housing, the program rules and regulations of which almost certainly force them to be built in <br />east Paris. <br />STATUS OF ISSUE: State Street is re- proposing the development, now named Westwind of <br />Paris. Their representatives will be present to provide details, make a presentation, and answer <br />questions about their plans and proposals. Tax credit projects must have the support of the local <br />governing body through a resolution approved by the city council to receive approval by the <br />TDHCA. This will also be an opportunity for the council to receive public input. Please keep in <br />mind, that approval by the city and even the state does not guarantee construction; the applicant <br />must still comply with all zoning, building, and related codes. <br />BUDGET: NA. <br />RECOMMENDATION: Act on provided resolution. <br />
