<br />These kinds of lists are important for planning and educational purposes, but you should not
<br />include specific street or other project names in the actual ballot language. Doing so locks the
<br />city into those specific projects and no others, and presumes no change in priorities and that all
<br />cost estimates are accurate. This is what happened on Collegiate a few years ago when actual
<br />construction costs were lower than expected, but ordinance language prevented any remaining
<br />funds to be used on any other street in town, no matter how bad they might be.
<br />BUDGET: A bond sale will necessitate an increase in the city's portion of the property tax rate
<br />of $0.05 per $100 of valuation.
<br />RECOMMENDATION: Call special election for May 6, and authorize preparation and
<br />submittal of all appropriate ballot language.
