MINUTES <br />REGULAR MEETING <br />CITY OF PARIS HISTORIC PRESERVATION COMMISSION <br />WEDNESDAY DECEMBER 4, 2013 <br />4:00 O'CLOCK P.M. <br />1. The meeting of the Historic Preservation Commission was called to order at 4:00 p.m. by Chair <br />Ben Vaughan. <br />A. The following commissioners were present: Chair Ben Vaughan, Nancy <br />Anderson, Lauri Redus, Vice Chair Douglas Cox, Beatrice Ardila, and Michael <br />Glatfelter (newly appointed commissioner Glatfelter attended but did not vote <br />because he was not yet sworn in). <br />B. David Stewart was absent <br />C. Also present: Joey Sleeper, Historic Preservation Officer; Doyle Whitaker and <br />Michael Hunter (applicants) <br />2. Approval of minutes from previous meetings (November 18, 2013). <br />Motion was made by Vice Chair Cox and seconded by Commissioner Anderson to approve <br />the minutes as written. The motion carried 5-0. <br />3. Consideration of and action on the following Certificate of Appropriateness revision: <br />New home construction, 718 1St SW, Doyle Whitaker, Paris Living <br />Chair Vaughan introduced the item and called the applicants, Doyle Whitaker and <br />Michael Hunter. Mr. Whitaker and Mr. Hunter explained that they were applying for <br />housing grants to build homes for qualified buyers and needed approval of the proposed <br />front elevations to present with the grant application. Chair Vaughan explained that he felt <br />that the proposed front elevations were appropriate for the district, but a certificate of <br />appropriateness could only be approved for a specific home on a specific lot. Mr. Sleeper <br />suggested that if the commission felt the proposed front elevations were appropriate, a <br />letter could be written stating the front elevations are appropriate and that specific <br />certificates of appropriateness will be required prior to construction. The commission <br />discussed the proposed front elevations and determined they were appropriate, and asked <br />Mr. Sleeper to issue a letter to Mr. Whitaker. No action was taken. <br />4. Future Agenda Items. <br />No future agenda items were discussed. <br />5. Sign Ordinance discussion <br />The commission discussed proposed requirements for blade signs, signs under canopies, <br />banners, building identification signs, directory signs, flags, and marquee signs.
