MINUTES <br />REGULAR MEETING <br />CITY OF PARIS HISTORIC PRESERVATION COMMISSION <br />MONDAY SEPTEMBER 23, 2013 <br />4:00 O'CLOCK P.M. <br />The meeting of the Historic Preservation Commission was called to order at 4:00 p.m. by Chair <br />Ben Vaughan. <br />A. The following commissioners were present: Chair Ben Vaughan, Nancy <br />Anderson, Lauri Redus, Douglas Cox <br />B. David Stewart, and Beatrice Ardila were absent, 1 position is vacant. <br />C. Also present: Joey Sleeper, Historic Preservation Officer; Ray Trotter <br />(applicant); Pike Burkhart (neighbor) <br />2. Approval of minutes from previous meeting. (September 11, 2013) <br />Motion was made by Commissioner Cox and seconded by Commissioner Redus to approve <br />the minutes with amendments. The motion carried 4 -0. <br />3. Election of Vice Chair. <br />Item was discussed and no action was taken. <br />4. Consideration of and action on the following Certificate of Appropriateness: <br />Roof replacement, 538 S. Church St, Ray Trotter <br />Chair Vaughan introduced the item and called the applicant, Ray Trotter. Mr. Trotter <br />explained that he desired to install a metal roof covering over the existing asphalt shingles. <br />He further explained that the home has a low -slope roof and the existing shingles leak and <br />cause damages inside the home. Mr. Trotter stated that he felt the metal roofing would last <br />longer and be more energy efficient and environmentally friendly. Chair Vaughan <br />explained that there were several existing homes on South Church Street that had metal <br />roofs, but were installed prior to the historical district designation thus were <br />nonconforming. He continued by stating that the house was probably built in the 1950's <br />and the architectural style was not appropriate for that neighborhood. Chair Vaughan <br />then explained thate ��me was originally built with composition shingles, thus only <br />composition shingles ,/0 allowed. Mr. Trotter then asked if the metal roofing, which had <br />already been installed on the detached garage, would have to be removed. After discussing <br />with the commissioners, Chair Vaughan said the metal on the detached garage could <br />remain since it was not visible from the street, but if it was ever removed an approved roof <br />covering would be required. After Mr. Trotter completed his presentation Mr. Burkhart, <br />who lives next to the subject property, said that he agreed with the Commission's decision. <br />After further discussion about the installation of metal roofing and composition shingles, a <br />motion to disapprove the item was made by Commissioner Redus and seconded by <br />
