MINUTES <br />REGULAR MEETING <br />CITY OF PARIS HISTORIC PRESERVATION COMMISSION <br />WEDNESDAY SEPTEMBER 11.2013 <br />12:00 O'CLOCK P.M. <br />1. The meeting of the Historic Preservation Commission was called to order at 12:00 p.m. by <br />Chair Ben Vaughan. <br />A. The following commissioners were present: Chair Ben Vaughan, Nancy <br />Anderson, Lauri Redus, Douglas Cox, David Stewart, and Beatrice Ardila <br />B. 1 position is vacant. <br />C. Also present: Joey Sleeper, Historic Preservation Officer; Laura Lee Harper <br />(applicant); Carl Harcrow (property owner); others were present in the audience <br />2. Approval of minutes from previous meeting. (August 26, 2013) <br />Motion was made by Commissioner Redus and seconded by Commissioner Anderson to <br />approve the minutes with amendments. The motion carried 6 -0. <br />3. Discuss and accept resignation of Vice Chair Carolyn Hicks <br />Item was discussed and no action was taken. <br />4. Consideration of and action on the following Certificate of Appropriateness: <br />Awning and windows, Le Salon a Paris, 134 N. Main St., Laura Lee Harper <br />Chair Vaughan introduced the item and called the applicant, Laura Lee Harper. Mrs. <br />Harper explained that she desired to install a fabric awning and re- install a narrow band <br />of transom windows directly above the storefront entrance doors and windows. Chair <br />Vaughan explained that this item was a resubmittal of a previous application which was <br />disapproved, but considering ordinance provisions for minor exterior alterations and <br />considering design changes from the previous submittal, the application could be <br />re- heard. Commissioners asked about actual dimensions and slope of the awnings, which <br />were answered by Kevin Davidson with Quality Tarps & Awnings. Commissioner Cox <br />asked if the awning could be removed in the future to allow a canopy to be reinstalled. Mrs. <br />Harper answered that no permanent changes were to be made that would prevent the <br />future reinstallation of canopy. Mrs. Harper then explained the water sometimes entered <br />the building during rain storms and that the awning would help divert the water away. <br />After further discussion about the design of the awning and reinstallation of the transom <br />windows, a motion to approve the item as submitted was made by Commissioner Cox and <br />seconded by Commissioner Stewart. The motion carried 6 -0. <br />
