MINUTES <br />REGULAR MEETING <br />CITY OF PARIS HISTORIC PRESERVATION COMMISSION <br />WEDNESDAY AUGUST 14, 2013 <br />12:00 O'CLOCK P.M. <br />1. The meeting of the Historic Preservation Commission was called to order at 12:00 p.m. by <br />Vice Chair Ben Vaughan. <br />A. The following commissioners were present: Vice Chair Ben Vaughan, Nancy <br />Anderson, Britin Bostick, Douglas Cox, David Stewart and Carolyn Hicks <br />B. Lauri Redus was absent, <br />C. Also present: Joey Sleeper, Historic Preservation Officer; Scott McDowell <br />2. Approval of minutes from previous meeting. (July 24, 2013) <br />Motion was made by Commissioner Bostick and seconded by Commissioner <br />Anderson to approve the minutes as written. The motion carried 6 -0. <br />3. Election of officers <br />Vice Chair Vaughan introduced the item and called for nominations. <br />Commissioners Anderson and Cox nominated Ben Vaughan as Chair, <br />Commissioner Anderson nominated Carolyn Hicks as Vice Chair, and <br />Commissioner Cox nominated Nancy Anderson as Recording Secretary. A motion <br />was made by Vice Chair Vaughan and seconded by Commissioner Cox to accept <br />the nominations. The motion carried 6 -0. <br />4. Consideration of and action on the following Certificate of Appropriateness: <br />Fagade renovation, Antique Mall @ 2 West Plaza, Scott McDowell <br />Chair Vaughan introduced the item and called the applicant, Scott McDowell. <br />Mr. McDowell explained that he desired to replace 13 windows and paint the <br />existing metal along the Bonham Street fagade (north side) and paint the <br />existing windows along the West Plaza fagade (east side). Chair Vaughan <br />asked the applicant if the new windows would completely fill the existing <br />openings without modification, and Mr. McDowell affirmed. Vice Chair Hicks <br />asked about the proposed window material. Mr. Sleeper pointed out that the <br />information submitted by the applicant indicated fiberglass clad wood <br />windows. Chair Vaughan noted that the contractor's quote which was <br />submitted with the application stated that the openings would need to be <br />retrofitted. Mr. McDowell explained that the openings would need to be framed <br />in to receive the new windows, but he did not know the dimensions of the <br />framing. Chair Vaughan stated that the commission could not approve the <br />certificate of appropriateness without further information on how the openings <br />would be framed in.
