(Paris — Lamar County Yfeafth Department 400 West Sherman Street TE�F Paris, Texas 75460 L110 Voice: 903 - 785 -4561 www.parislamorhealth.com *• Minutes of Special Meeting Paris - Lamar County Board of Health The Paris - Lamar County Board of Health held a special meeting at 5:30 p.m. on Tuesday, September 24, 2013, at the Paris - Lamar County Health Department. Board members in attendance were Dr. Rick Erickson, Dr. Keith House, Dr. Mark Gibbons, Dr. William George, and Mr. William Collins. Not in attendance were Dr. Lav Singh and Mrs. Kristi Head. Others in attendance were Mrs. Gina Prestridge and Ms. Cheryl Johnson. Meeting was called to order at 5:32 p.m. by Dr. Erickson. Mr. Collins made the motion and was seconded by Dr. Gibbons that minutes from the August 6th, 2013 meeting be approved. Mrs. Prestridge, Executive Director, updated the board that she received an email from John Godwin, City Manager, on August 29th, 2013, stating that Paris -Lamar County Health Department and WIC employees are not City of Paris employees (see attachment). Mrs. Prestridge took the 85 page City of Paris Policies and Procedures Manual and made some changes by deleting the civil service section, changed City of Paris to Paris -Lamar County Health Department or the Board or Executive Director (where applicable) . Dr. Erickson will review and make changes and will bring back to the board to review, change, and /or approve. In the absence of the inter -local agreement, we will have to pay for a CPA, external audit, legal advice, HR help, finance department and anything that the City currently does. Original Interlocal agreement stated that City and County will each fund 50% of monies needed to cover shortfall, but then there has been a revised copy that remove or changed that verbiage. Mr. Collins stated that the original verbiage needs to be left in the interlocal agreement. Dr. Erickson is planning on taking the interlocal agreement to the City and the County for discussion after the budget approval process has been completed within the next few weeks. A copy of the interlocal agreement was passed out to the board members to review (see attachment # 2). Dr. Erickson provided Judge Superville and Dr. Hashmi a copy of the interlocal agreement to review and mark changes, and got no response. Dr. Erickson will give Judge Superville and Dr. Hashmi a copy of the interlocal agreement, then set up a face -to -face meeting to discuss the agreement and changes.
