MINUTES <br />REGULAR MEETING <br />PLANNING AND ZONING COMMISSION <br />CITY OF PARIS - CITY HALL <br />COUNCIL CHAMBERS <br />107 E. KAUFMAN STREET <br />PARIS, TEXAS <br />MONDAY, JANUARY 7, 2013 <br />5:30 O'CLOCK P.M. <br />1. The regular meeting of the Planning and Zoning Commission on Monday, January 7, 2013, <br />was called to order at 5:30 p.m. by Dennis Chalaire, Chairman. <br />A. The following members were present: <br />Dennis Chalaire <br />James Price <br />Mike Folmar <br />Keith Flowers <br />Jerry Akers <br />Holland Harper <br />B. The following members were absent: <br />Richard Hunt <br />C. Also present were Shawn Napier, Director of Engineering, Planning and <br />Development; Alan Efrussy, Planning Manager; John Godwin, City Manager; Sue <br />Lancaster, Council Liaison; and Ashley Fendley, Secretary for the Planning and <br />Zoning Commission. <br />2. Approval of minutes fNom previous meetings. (November 5, 2012) <br />Motion was made by James Price, seconded by Mike Folmar to approve the meeting <br />minutes for November 5, 2012. Motion carried 6 -0. <br />3. Discussion of Ord. 2012 -040. <br />Shawn Napier, Director of Engineering, Planning and Development discussed the <br />proposed changes to Ordinance 2012 -040. The ordinance needs to be amended so it <br />conforms to state law. One of the bigger changes occurs in Section 3, under B(1) which <br />will allow a minor plat approval of four (4) lots or less as long as it's not dedicating right of <br />ways or easements; this ordinance will allow more freedom.. The current ordinance allows <br />a minor plat approval of two (2) lots or less as long as it's not dedicating rights of way or <br />easements. Mr. Napier further stated another change in Section 4, F. Minimum <br />Improvements under 1(a), Standard curb and gutter, except as permitted in an area zoned <br />One - family Dwelling District No. 1 (SF -1) (and not otherwise required) or by variance. A <br />subdivided lot may request a curb and gutter variance from the City by submitting the <br />
