MINUTES <br />REGULAR MEETING <br />PLANNING AND ZONING COMMISSION <br />CITY OF PARIS - CITY HALL <br />COUNCIL CHAMBERS <br />107 E. KAUFMAN STREET <br />PARIS, TEXAS <br />MONDAY, JANUARY 4, 2010 <br />5:30 O'CLOCK P.M. <br />1. The regular meeting of the Planning and Zoning Commission on Monday, January 4, 2010, <br />was called to order at 5:30 p.m. by Curtis Fendley, Chairman. <br />A. The following members were present: <br />Curtis Fendley, Chairman <br />Bee Gannon <br />Richard Hunt <br />Bill Harris <br />Keith Barnett <br />B. The following members were absent: <br />Darin Manning <br />Benny Plata <br />C. Shawn Napier, Director of Engineering, Planning and Development; Jeanna Scott, <br />City Staff; and Council Member Rhonda Rogers were also present. <br />3. Discussion of and possible action on amending the City's Zoning Ordinance to require a <br />specific use permit (SUP) for the loading, unloading or transloading of crude oil in the city <br />limits. <br />Shawn Napier, Director of Engineering, Planning and Development, presented the item to <br />commissioners. Bill Harris asked why we need this SUP designating this use. Mr. <br />Napier stated the current zoning ordinance does not address this use. Mr. Harris asked if <br />we amended the zoning ordinance to allow this use, you will not have to have an SUP in the <br />future. Mr. Napier stated that they will have to have an SUP to be able to transload crude <br />oil in this district. Bee Gannon stated she does agree that the City needs some protection <br />regarding the transloading of crude oil. Bill Harris further asked how will this benefit the <br />City to allow the use and who requested the change? Mr. Napier stated the request came <br />from the City Council. Bee Gannon and Curtis Fendley expressed concerns that we are <br />changing the rules of the game after the company is already in the process of moving their <br />business. Commissioners further expressed concerns about the impact to the roads and <br />neighborhoods in the area. Mr. Napier stated that the request for the SUP would come <br />back to them as a zoning change which would trigger a public hearing; therefore, citizens <br />
