MINUTES <br />SPECIAL MEETING <br />CITY OF PARIS HISTORIC PRESERVATION COMMISSION <br />THURSDAY, MAY 17, 2012 <br />4:00 O'CLOCK P.M. <br />The Historic Preservation Commission meeting was called to order by Arvin Starrett, <br />Chairman at 4:01 p.m. <br />A. The following members were present: <br />Arvin Starrett, Chairman <br />Paul Denney, Vice - Chairman <br />Britin Bostick <br />David Stewart <br />Douglas Cox <br />B. The following members were absent: <br />Nancy Anderson <br />Ben Vaughan <br />C. Also present Jeanna Scott, Historic Preservation Officer; Kent McIlyar, City <br />Attorney; John Lestock, Assistant City Attorney; Shawn Napier, Director of <br />Engineering, Planning and Development; Robert Talley, Code Enforcement <br />Supervisor; and Cheri Bedford, Main Street Manager. <br />2. Discussion of and possible action on recommendations to City Council regarding <br />revisions to Article III, Substandard and Dangerous Buildings and Structures Ordinance <br />2002 -032, Section 7 -50. <br />Jeanna Scott reviewed the proposed revisions for commissioners. Arvin Starrett stated <br />these minor changes address my concerns over properties already designated historic <br />properties. Mr. Starrett stated he still has concerns regarding powers of the commission. <br />Mr. Starrett further stated we need to add a section to 7 -153 (e) Powers of the Historic <br />Preservation Commission ordinance to address the proposed changes in the building and <br />standards which will give the commission power to act. Also Mr. Starrett would like to <br />see a longer time frame regarding holding a structure from demolition from a 90 day to <br />180 day period on designated structures in the district. Kent McIlyar stated there could be <br />a possible conflict, City Council wouldn't want to see buildings held up for an extended <br />period of time, that is why they established the task force, they have great concern that <br />contractors or staff is not taking down structures in a timely matter. Commissioners <br />discussed extending the time frame from 90 days to 180 days and it was the general <br />consensus of the commission that the time frame should be extended. Motion was made <br />by Paul Denney, seconded by Douglas Cox to approve the revisions to Article I11, <br />Substandard and Dangerous Buildings and Structures Ordinance 2002 -032, Section 7 -50, <br />with the addition of 180 calendar days for deferment from the 90 days stated in Section 7- <br />
