have this type of fencing around their properties along North Main. The removal of <br />the old fence and the addition of the new fence will greatly improve the look of the <br />lot. <br />B. No one spoke in opposition. <br />Public hearing was declared closed. <br />Commissioner Charles Richards stated that there are similar fences all up and down North <br />Main Street. <br />Motion was made by Jerry Haning, seconded by Nathan V. Bell to approve the variance. <br />Motion carried 4 -0. <br />Bryan Glass arrived at 12:05. <br />4. Public hearing and consideration of and action on the petition of Temple of Deliverance <br />Church to grant a variance of Zoning Ordinance 1710, Section 10 -103 which provides that <br />"a church or other place of worship, shall provide one parking space for each three seats <br />in the main auditorium to allow one parking space for every 6.5 seats in the main <br />auditorium, this would be a reduction in required parking spaces from 55 to 25 spaces <br />which would be a variance of 30 parking spaces, on Lot 1, Block A, Temple of Deliverance <br />Church Addition, being located in the 500 Block of Graham Street. <br />Public hearing was declared open. <br />A. The following individuals spoke in favor of the petition: <br />Vicky Ladell, 1615 Johnson Street, church member, spoke in favor of the petition. <br />Ms. Ladell stated she knows that the ordinance requires 55 spaces for a church of <br />this size; however, they currently only have 19 members in the church and with the <br />proposed parking of 25 spaces they could support up to 75 members. They will add <br />parking as the church grows. Ms. Ladell further requested commissioners to grant <br />the variance. <br />Randy Reece, 610 39th Street S.E., design professional, spoke in favor of the <br />petition. Mr. Reece stated the City has granted a 20 percent variance <br />administratively, however the required parking would still cost the church over <br />$100,000 dollars. Mr. Reece further stated as the church grows they can add <br />additional parking. <br />Betty Gains, 510 7th Street N.E., church member, spoke in favor of the petition. <br />Ms. Gains stated this is a small church and membership is at 12 members. Ms. <br />Gains further asked the commissioners to please grant the variance and as the <br />church grows they will add parking. <br />
