MINUTES <br />SPECIAL MEETING <br />CITY OF PARIS HISTORIC PRESERVATION COMMISSION <br />FRIDAY, NOVEMBER 13, 2009 <br />12:00 O'CLOCK P.M. <br />1. The Historic Preservation Commission meeting was called to order by Arvin Starrett, <br />Chairman. <br />A. The following members were present: <br />Arvin Starrett, Chairman <br />Paul Denney, Vice - Chairman <br />Douglas Cox <br />Ben Vaughan <br />Jerry Raper <br />Matt Coyle <br />B. The following members were absent: <br />Susan Scholz, Secretary <br />C. Also present was Shawn Napier, Historic Preservation Officer. <br />2. Approval of minutes from previous meetings. (October 26, 2009) <br />Motion was made by Ben Vaughan, seconded by Jerry Raper to approve the minutes with <br />corrections for the October 26, 2009 meeting. Motion carried 6 -0. <br />3. Consideration of and action on the following Certificates of Appropriateness: <br />A. 118 1 S` Street S.E. — Scott's Custom Signs — Commissioners discussed the second <br />portion of the request for a COA for signage. Ben Vaughan stated Design Guidelines <br />indicated businesses may have one major sign and one minor sign. Commissioners <br />discussed the option of utilizing the other entrance to the business. Paul Denney <br />stated he had no problem approving a COA to move the signs to the other entrance, <br />since they are two completely different addresses. Motion was made by Ben. <br />Vaughan, seconded by Jerry Raper to deny the signs on the door and along the panels. <br />Motion carried 6 -0. Gary Brown asked to speak on behalf of the petition stating we <br />must make exceptions to the property owners of businesses downtown. Mr. Brown <br />stated he is trying to get businesses to come downtown and the strict compliance is <br />hurting businesses. Alex with Scott's Custom Signs stated the Design Guideline <br />standards of one major sign and one minor sign will hurt businesses coming into <br />downtown. <br />
