MINUTES <br />SPECIAL MEETING <br />CITY OF PARIS HISTORIC PRESERVATION COMMISSION <br />CITY OF PARIS <br />CITY HALL - COUNCIL CHAMBERS <br />107 E. KAUFMAN <br />PARIS, TEXAS <br />TUESDAY, MARCH 14, 2006 <br />12:00 O'CLOCK P.M. <br />1. The Historic Preservation Commission meeting today is a continuation of the <br />meeting posted for Monday, March 13, 2006, and was called to order by <br />Chairman Arvin Starrett at 12:00 P.M. <br />The following members were present: <br />Arvin Starrett, Chairman <br />Paul Denney <br />Sue Lancaster <br />Jerry Raper <br />The following members were absent: <br />Ann Rogers, Secretary <br />Claudia Hunt <br />Barbara Wilson, Vice Chairman <br />Alternates: Becki Norment <br />Brian Wear <br />Also present was Lisa Wright, Historic Preservation Officer, Bethany Golden, <br />Main Street Coordinator /Asst. HPO, Suzy Harper, Rodney Flippen, and Bobby <br />Smallwood. <br />2. Consideration of and action on the following Certificate of Appropriateness: <br />A. 361 Grand Avenue - Salvation Army. Rodney Flippen, Advisory Board <br />Member of the Salvation Army, spoke regarding the project to build the <br />new Thrift Store. On behalf of the Army, Mr. Flippen apologized for not <br />being present at the meeting yesterday —it was due to <br />miscommunication. This project started several years ago with almost <br />everything being donated. One of the 8 subcontractors, Bobby <br />Smallwood, was introduced. <br />Arvin Starrett referenced the schedule of events over the past couple <br />of years leading to the need for this meeting. Chairman Starrett stated <br />that in the packets were excerpts from the minutes of those three <br />previous meetings. The application process started in October, 2003. <br />
