planter boxes in front of City Hall. The City is hoping to move the <br />generator from the old Police Department building to service the server <br />room and City Hall. <br />Arvin Starrett advised that, in deference to other applicants, the <br />Commission would like drawings and plans on the fence. He stated <br />that a dog -eared or picket top fence would not be appropriate, but a <br />tailored cap top fence would be. Paul Denney, who was the architect <br />on the City Hall - Council Chambers, stated that the stoop outside the <br />door should not be a step, instead it needs to be a tapered slope at no <br />more than 1 -50 or 2% slope in either direction because it is an <br />accessible exit. This is an ADA issue. This would be an egress in case <br />of a fire. Also, when the building was reviewed, it was stated that an <br />employee could not park at the back. If parking is permitted at the <br />back, there would have to be a fully accessible entrance to the <br />employees. The employee lot is okay but back behind the building is <br />not unless it is ADA compliant. <br />Motion was made by Paul Denney, seconded by Susan Scholz, to <br />approve the COA with the condition that plans for the canopy, fence, <br />and step are brought back before the Commission. Motion carried 4 -0. <br />B. 120 E. Kaufman - City of Paris - Lisa Wright advised the Commission <br />that Gene Anderson, Director of Finance, is proposing a drop box at the <br />Water Billing Office. She stated that they had attempted to locate a <br />historic looking drop box; however, the boxes that looked appropriate <br />did not include safes to hold the money and could not be adequately <br />attached to the ground so that they could not be knocked over and <br />stolen. She said the City would paint the box any color the <br />Commission felt appropriate. Arvin Starrett recommended paint to <br />match the brick. Motion was made to approve the COA by Susan <br />Scholz, seconded by Sharon Nabors. Motion carried 4 -0. <br />C. 136 Clarksville Street - Lyn's Off the Square Cafe - Lyn could not be <br />present for the meeting. Motion was made to table the COA by Paul <br />Denney, seconded by Sharon Nabors. Motion carried 4 -0. <br />3. Request items for future agendas. None. <br />4.
