President Cecil asked the City Engineer to report on the <br /> "P.E.D.C. Improvements to Industrial Drive, 1995". Mr. Smith <br /> said that he was glad to hear that Tom Westbrooks of T & K <br /> Manufacturing was happy with the work that had been done on <br /> Industrial Drive. He said the total cost of the project was <br /> $23,375.00. Mr. Smith said that we ended up getting a much <br /> nicer job than was anticipated for the money, and the road <br /> should last for several years and be maintenance free. <br /> <br /> Mr. Smith reported that the contractor informed him that Mr. <br /> Westbrooks had asked about installing a culvert at another gate <br /> farther down the road. The City Engineer told him that we <br /> could not do that without the Board's permission. Mr. Smith <br /> explained that the City's usual policy for commercial or <br /> industrial sites is that they install their own culverts. He <br /> said that if the P.E.D.C. Board authorized the expenditure then <br /> the culvert could be installed. <br /> <br /> Mr. Smith said that Mr. Rhodes with BITCO had stopped in with a <br /> tentative floor plan and an arrangement that they would like to <br /> be used. He said that he had talked with Mr. Vest <br /> approximately one week ago, and Mr. Vest had suggested a <br /> turnkey or a design/build type project with a local company. <br /> Mr. Smith said that he did not know what type problems that <br /> might cause in relation to bidding the project. Mr. Smith said <br /> that he felt there were procedures that could be followed where <br /> there would be a firm price as to what the project would cost <br /> going into the project icluding engineering, architecture, and <br /> furnishing the plans. City Attorney Haynes advised that when <br /> the City acted as the contractor then the City could build any <br /> project. He said that is the way the City builds most projects <br /> until we are saturated to the point that we have to bid out the <br /> · work due to availability of personnel. <br /> <br /> President Cecil stated that the Board had previously discussed <br /> the procedure for handling the model building, and he felt that <br /> it was concluded by the Board that the City would act as the <br /> general contractor and receive proposals from all those <br /> qualified to build the model building including local <br /> individuals and firms. President Cecil stated that he felt <br /> that this was they way the board needed to proceed on this <br /> project.
