331

Marvin Gibbs and Jim Farris bearing the economic development
torch has passed. There is a new way of doing economic
development where there can be no "they". Today we use public
money for private purposes and economic incentives are not an
option, they are a requirement. We must ask the general public not
to find fault with what we have done, but rather to show us how to
do things which are fault free - we must promote success. Paris'
local employees, whether it be industry, service, medical or other
economic sector, know the jobs, they have the jobs and they must be
involved in growing jobs. Anyone who refers to "they" is a part of
the problem and not the solution.

In any process as intricate as economic development, there is a
need to know' rule of order. Each and every person in our
community is a part of the process but not everybody will know
every detail of our economic development projects and efforts. That
does not mean anyone is less important or vital to the process.

As the PEDC endeavors to carry out this ambitious Program of
Work, it must be remembered that there is no "they" when it comes
to economic development.

TABLE OF CONTENTS

· Mission Statement

· Original Charge as Offered by the Paris City Council

· PEDC Overall Economic Development Program

· 1998-1999 Program of Work: Goals, Objectives, and Actions

Goal I - Retention and Expansion of Existing Industries
Goal II - Recruitment of New Primary Employers
Goal III - Start-Up Business and Small Business Development
- Goal IV - Infrastructure/Training

· Projects
