375 <br /> <br /> <br /> <br /> MINUTES OF THE PARIS ECONOMIC DEVELOPMENT CORPORATION <br /> REGULAR MEETING <br /> July 22, 1998 <br /> <br />-- The Paris Economic Development Corporation met in a regular meeting on Wednesday, <br /> July 22, 1998, at 4:00 P.M., in the City Hall North Annex, Meeting Room, Paris, Texas. <br /> Vice President Mike Rhodes called the meeting to order with the following <br /> boardmembers present: Dick Amis, Barney Bray, Leon Williams, Melba Harris and Jay <br /> Guest. Also present at this meeting were ex-officio boardmembers, Sims Norment, <br /> Bobby Walters, Mayor Charles Neeley, County Judge Chuck Superville, Executive <br /> Director Gary Vest, City Manager Michael E. Malone and City Attorney Scott Foster. <br /> <br /> Vice President Rhodes asked City Attorney Scott Foster to administer the oath of office <br /> to the new boardmembers attending this meeting. City Attorney Foster administered the <br /> oath of office to new boardmembers Melba Harris and Jay Guest. <br /> <br /> Mr. Rhodes welcomed Ms. Harris and Mr. Guest to the Board and stated that the next <br /> item on the agenda was the election of officers. President Rhodes turned this item over <br /> to Boardmember Dick Amis, and Mr. Amis proposed a slate of officers for the Board's <br /> approval with terms beginning in August, 1998, and ending July, 1999. Dick Amis made <br /> a motion, seconded by Boardmember Barney Bray, nominating Michael Rhodes for the <br /> position of President, Jay Guest for the position of Vice President, and Melba Harris for <br /> the position of Secretary-Treasurer. These boardmembers were elected to these offices <br /> by acclamation. <br /> <br /> President Rhodes stated that the next item on the agenda was approval of the minutes <br /> from the previous meetings of the Paris Economic Development Corporation. He asked <br /> if there were any corrections or additions to the minutes of the previous meetings and <br /> there were none. Boardmember Barney Bray made a motion, seconded by <br /> Boardmember Dick Amis, that the minutes be approved as presented. The motion <br /> carried unanimously. <br /> <br /> President Rhodes asked Gene Anderson, Director of Finance, to give the financial report. <br /> Mr. Anderson gave the June report. Boardmember Amis requested that Mr. Anderson <br /> see if the City's computer program could print a subtotal in the financial report, and Mr. <br /> Anderson stated that he would check into this possibility. President Rhodes asked if <br /> anyone had any questions, and there were none. Boardmember Amis made a motion, <br /> seconded by Boardmember Guest, that the financial report be approved as presented. <br /> The motion carried unanimously. <br /> <br /> President Rhodes asked Mr. Vest to give his report. Mr. Vest discussed responses <br /> received due to the advertising program, and stated that the Paris Packaging, Inc., <br /> Project has closed. He said that they are pursuing a bond issue for the $4,000,000.00 <br /> loaned to Paris Packaging, Inc. He also stated that they have been working with <br />-- International Piping Systems and Babcock & Wilcox, and the legal documents are being <br /> drawn up at this time. Mr. Vest stated that the BITCO auction had been held on June <br /> 25th and Finance Director Gene Anderson stated that he would make the <br /> reimbursements to the banks involved in this project. <br /> <br /> <br />
