Mr. Burkhart is chairman of the Keep Paris Beautiful with <br />thirty board members and over 200 members on the committee and <br />their vote is unanimous for the historic designation. Keep Paris <br />Beautiful has been in existence for 4 years and the primary aims is to <br />see that the Historic Overlay District be put in place. It is essential for <br />the well being of the community to get this done. <br />Ann Wyche, Church Street, spoke in favor of the petition stating that <br />she has lived there for 12 years and when she moved here she thought <br />that Paris had some of the nicest people of any town that she has ever <br />lived in. Also, Ms. Wyche stated that Paris has done the worst job in <br />preserving their historical areas of any town that she has ever seen. <br />Ms. Wyche stated that when she moved here, there was a beautiful park <br />with beautiful large trees across the street from St. Joseph's Hospital. <br />There was a letter to the editor regarding the park stating that a large <br />grocery chain was wanting to come in and build there. The lady who <br />wrote the article was present at the meeting. The letter said, "do you <br />remember why 3 Oaks Shopping Center was named 3 Oaks" and if you <br />drive by there today you will have no idea why it was named 3 Oaks <br />because there is not an oak tree left. "I hate to see that happen to our <br />historic districts." <br />Louise Hagood, 556 Fitzhugh Avenue, spoke in favor of the petition <br />stating that Fitzhugh and Pinebluff has been designated as historic <br />districts. Ms. Hagood stated that her husband's grandparents bought <br />the property where 3 Oaks Shopping Center is and they bought it <br />simply because there were 3 Oaks there. Ms. Hagood stated that she <br />previously went to a meeting and there were pros and cons. Ms. <br />Hagood wanted the cons to be considered because they have fears of the <br />historic designation, fearing that property taxes will be raised. Their <br />fears are not founded in fact or truth. Maintenance does not increase <br />taxes. The cons also, fear the committee themselves, they fear the <br />committee is going to say you have got to do so and so. The cons should <br />
