MINUTES OF THE SPECIAL MEETING OF THE PLANNING AND <br />ZONING COMMISSION <br />DECEMBER 13, 2004 <br />The Planning and Zoning Commission met Monday, December 13, 2004, <br />12:00 Noon, City Hall Annex Conference Room, 150 1st Street SE, Paris, <br />Texas with the following members present: <br />1. Reeves Hayter <br />2. Barbara Forrest <br />3. Brad Archer <br />4. Russell McCain <br />5. Bobby L. Myers <br />Director of Community Development, Lisa Wright, the City Engineer, <br />Shawn Napier, was also present. <br />1. The meeting was called to order by Reeves Hayter at 12:00 p.m. <br />2. Consideration of and action on the Preliminary Plat of Tobin <br />Business Park on Lot 11 -E, City Block 316, Pine Mill Road. <br />Motion was made to bring this item from the table by Bobby Myers, <br />seconded by Barbara Forrest. Motion carried by a vote of 5 ayes and <br />0 nays. <br />Jim Nelson stated that there are 2 different options for drainage, one <br />is to install a box culvert on the Cancer Clinic, the other is a 35' <br />drainage easement. One problem with the site is that the City of <br />Paris' previous parties dropped the ball. The lot was left in the <br />middle of the drainage plan that was done in 1982. The berm on the <br />east side, on 34th Street is intact. In 1995, three lots were platted next <br />door to this property (west side). Mr. Nelson stated that there has <br />been no drainage plan found for this area. <br />The City Engineer, Shawn Napier, stated that he and Jim Nelson <br />looked through some site plans— Holiday Inn, Cancer Center but <br />originally there was a concrete channel put in that the Cancer Center <br />
