MINUTES <br />SPECIAL JOINT MEETING <br />PLANNING AND ZONING COMMISSION AND CITY COUNCIL <br />SUBCOMMITTEE FOR THE PECAN PLACE SUBDIVISION <br />CITY HALL - COUNCIL CHAMBERS <br />135 1ST STREET SE <br />PARIS, TEXAS <br />MONDAY, APRIL 25, 2005 <br />12:00 NOON <br />1. The Special Joint Meeting of the Planning and Zoning Commission and City <br />Council Subcommittee for the Pecan Place subdivision was called to order at <br />12:10 p.m. by Chairman Reeves Hayter. <br />A. The following members were present: <br />Bobby Myers <br />Karen Wilkerson <br />Rick Poston <br />B. The following member was absent: <br />Carl Lucas <br />C. Also present were Shawn Napier, City Engineer; Lisa Wright, Director <br />of Community Development; Brandon Chaney, surveyor; Mitzi Rader, <br />developer of Pecan Place; and A. W. Clem, IV. <br />2. Discussion of and possible action on recommending the approval of the <br />Master Plat for the Pecan Place Subdivision. Reeves Hayter informed the <br />Subcommittee that the issues with the plat were (1) a concern of adequate <br />traffic flow; (2) that a large amount of growth is out on FM 195, and 34th Street <br />represents the only access from Loop 286 to FM 195; and (3) the Master Plan <br />calls 36th Street to be a collector level street. He said he wanted to come to <br />a compromise that allows them to develop and the City to maintain access <br />through the development. <br />Brandon Chaney showed a plat indicating recommended revisions. The <br />developer asked if the City had considered upgrading 36th Street, and the City <br />Engineer stated there was no money to do that with. Mr. Chaney stated that <br />other subdivisions in the area had been granted waivers of curb and gutter <br />requirements, and said the developer of this projectwould like to request that. <br />Mr. Chaney showed two additional plats: one showing 34th Street going <br />straight through the subdivision, and the other showing a curve from 34th <br />Street to 36th Street. The second plat has design problems; and drainage <br />needs to go east, and there is not much elevation to get it there. The first plat <br />
