Xuan Thu Thi Pham, 221 81h Street N.E., spoke in favor of the petition. Ms. Pham stated <br />wants to conduct spa, skin care business from her home. Will not have adverse impact on <br />the area. Ms. Pham further stated she will be the only one working there. She is prepared <br />to pave and screen necessary parking. <br />B. Presented a letter from Rosemary Gregory stating her opposition to the petition. <br />C. Public hearing was declared closed. <br />Motion was made by Curtis Fendley, seconded by Bill Harris to approve the zoning be <br />changed to Neighborhood Service District (NS). Motion carried 4 -0. <br />ITEMS 3.13. AND 5. WERE COMBINED: <br />3. Public hearing to provide an opportunity to present comments and written evidence and <br />consideration of and action on recommending to the city Council the adoption ofproposed <br />amendments to the Future Land Use Plan Map as follows: <br />B. That the future land use recommended for the property located on 6.5 acre tract <br />being apart of the Enoch Crow Survey, Abstract No. 208, being located in the 4500 <br />Block of Lamar Avenue, be changed from Low Density Residential to High Density <br />Residential. <br />5. Public hearing and consideration of and action on the petition of Paul Holden for a change <br />in zoning from an Agricultural District (A) to a Planned Development District (PD -b) <br />Housing Development or Community Unit Development on a 6.5 acre tract being a part of <br />the Enoch Crow Survey, Abstract No. 208, located in the 4500 Block of Lamar Avenue. <br />Reeves Hayter would have to recuse himself on Items 3.13. and 5; therefore, there would <br />not be a quorum. <br />6. Consideration of and action on the Preliminary Plat of Lot 1, Block 32 -B, Paris New <br />Generation Missionary Baptist Church Addition 32B, being located in the 1100 Block of <br />Pine Bluff. <br />Motion was made by Curtis Fendley, seconded by Bill Harris, to approve the plat subject to <br />the City Engineer's recommendations. Motion carried 4 -0. <br />7. Consideration of and action on the Preliminary Plat of Lot 16, Stone Ridge Phase 5 <br />Addition, being located in the 3900 Block of 48`J' Street N. E. <br />Motion was made by Curtis Fendley, seconded by Richard Hunt, to approve the plat <br />subject to the City Engineer's recommendations. Motion carried 4 -0. <br />8. Consideration of and action on the Master Plat of Lots, 2, 3, 4, 5, 6, 7, 8 and 9, Block A, <br />Pecan Place Addition, being located in the 4000 Block of Pine Mill Road. <br />
