MINUTES <br />REGULAR MEETING <br />AIRPORT ADVISORY BOARD <br />COX FIELD AIRPORT TERMINAL <br />MEETING ROOM <br />PARIS, TEXAS <br />THURSDAY, OCTOBER 14, 2004 <br />5:30 O'CLOCK P.M. <br />The Airport Advisory Board meeting was called to order by Chairman Victor <br />Abeles at 5:30 p.m. <br />A. The following members were present: <br />Andrew Fasken <br />Vic Ressler, Jr. <br />J. B. Richey <br />Glenn Chapman <br />Donald Morrell <br />B. The following members were absent: <br />James Proctor <br />C. Also present were Lisa Wright, Airport Director, and Councilman Jim <br />Bell. <br />2. Approval of minutes from previous meetings. Motion to approve the minutes <br />from the June 17, 2004, meeting was made by J. B. Richey, seconded by <br />Glenn Chapman. Motion carried 6 -0. <br />3. Discussion of and possible action on making recommendations to the City <br />Council regarding management of the Airport by the Fixed Base Operator. <br />Chairman Abeles advised member Richey that he would need to excuse <br />himself from the room because he has a conflict of interest with regard to this <br />item. Motion to excuse Mr. Richey was made by Vic Ressler, seconded by <br />Andy Fasken. Motion carried 5 -0. <br />Chairman Abeles explained to the Board that the City Council, in order to save <br />money, had directed that the airport management responsibilities be <br />contracted to the FBO. He was concerned that they had done this without <br />seeking input from the Board. Mr. Fasken asked if there was any difference <br />between a part -time manager and a full -time contract manager in the eyes of <br />the FAA, and Chairman Abeles stated that a progressive airport has neither. <br />Mr. Morrell asked why the FBO could not be full time, and Mr. Fasken added <br />that he did not think we would lose quality of management. After discussion, <br />the consensus of the Board was that they supported the move to allow the <br />
