MINUTES
REGULAR MEETING
AIRPORT ADVISORY BOARD
COX FIELD AIRPORT TERMINAL
MEETING ROOM
PARIS, TEXAS
THURSDAY, MARCH 17, 2005
5:30 O'CLOCK P.M.
1. The Airport Advisory Board meeting was called to order by Chairman Vic
Ressler, Jr. at 5:30 p.m.
A. The following members were present:
Glenn Chapman
Andrew Fasken
Harry Michaelwicz
B. The following members were absent:
James Proctor
Don Morrell
C. Also present was Lisa Wright, Airport Director; Tony Williams, City
Manager; and J. B. Richey and Jerry Richey, Airport Managers.
2. Approval of minutes from previous meetings. Motion to approve the minutes
from the February 17, 2005, meeting was made by Andy Fasken, seconded by
Glenn Chapman. Motion carried 4 -0.
3. Discussion of possible hangar construction project. Tony Williams advised
the Board that there were TxDOT grant funds available, but we first need to
make sure that we're in good stead with regard to other that projects that
must be completed prior to construction of T- hangars. Mr. Williams
introduced representatives from KSA Engineers, who are civil engineers who
also do work for airports. Mitch Fortner with KSA stated that the airport
receives non - primary entitlement funding every year, and we have been
accumulating those funds since 2002: $150,000 in 2002; $150,000 in 2003;
$150,000 in 2004; $66,667 in 2005; and all amounts are still available. The City
can either use the funds or assign them over to another airport. He explained
that the City will have to have to provide a match to receive the grant funds.
Until recently, the match was 90/10, but the current match is 75/25.
Additionally, in 2004, TxDOT did not fund hangar construction; however, they
do with the more recent funding, so the 2002 funds can be used to construct
pavement to serve the hangar. The grant will have to be executed by
September 30, 2005.
