ORDINANCE NO. ?nn4-011 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, FORMALIZING THE CITY'S STATUS AS ITS OWN SELF- CONT AINED RISK POOL FOR PROVIDING HEALTH AND RELATED COVERAGES, TO ITS EMPLOYEES PURSUANT TO CHAPTER 172 OF THE LOCAL GOVERNMENT CODE; PROVIDING FOR THE DESIGNATION OF CITY STAFF MEMBERS AS TRUSTEES FOR IMPLEMENTING SAID RISK POOL; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City of Paris has acted as its own risk pool in conjunction with the Texas Municipal League as its pool administrator for purposes of providing health and related insurance type benefits to its employees; and, WHEREAS, in order to formalize the City's status as a risk pool in light of recent legislation related to providing said benefits, the City needs to confirm its risk pool status pursuant to Chapter 172 of the Local Government Code and to designate a board of trustees consisting of City administrative personnel currently administering said plan who th~n will be subject to a requirement of receiving at least sixteen (16) hours of combined professional instruction pursuant to Section 172.007 of Chapter 172 of the Local Government Code; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this ordinance are hereby in all things approved. Section 2. That the City's status as a risk pool for providing health and other related insurance-like coverages for its employees pursuant to Section 172.005( a), Chapter 172 ofthe Local Government Code, shall be and is hereby in all things approved and affirmed. Section 3. That pursuant to the formal requirements of said Chapter 172, from and after this date there shall be and is hereby created an administrative board oftrustees, consisting of City staff members currently administering the City's risk pool, that being the City Finance Director, the City Manager, and the Human Resource Officer, with the City Attorney to serve as an ex-officio member of said board. Section 4. That by virtue of formal designation of said board of trustees, the aforesaid administrative staffmembers shall be required to participate in and receive at least sixteen (16) hours of combined professional instruction in accordance with Section 172.007 of Chapter 172 ofthe Local Government Code.
