<br />ORDINANCE NO. ?nn4-011 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />PARIS, TEXAS, FORMALIZING THE CITY'S STATUS AS ITS OWN SELF- <br />CONT AINED RISK POOL FOR PROVIDING HEALTH AND RELATED <br />COVERAGES, TO ITS EMPLOYEES PURSUANT TO CHAPTER 172 OF <br />THE LOCAL GOVERNMENT CODE; PROVIDING FOR THE <br />DESIGNATION OF CITY STAFF MEMBERS AS TRUSTEES FOR <br />IMPLEMENTING SAID RISK POOL; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />WHEREAS, the City of Paris has acted as its own risk pool in conjunction with the Texas <br />Municipal League as its pool administrator for purposes of providing health and related insurance <br />type benefits to its employees; and, <br /> <br />WHEREAS, in order to formalize the City's status as a risk pool in light of recent legislation <br />related to providing said benefits, the City needs to confirm its risk pool status pursuant to Chapter <br />172 of the Local Government Code and to designate a board of trustees consisting of City <br />administrative personnel currently administering said plan who th~n will be subject to a requirement <br />of receiving at least sixteen (16) hours of combined professional instruction pursuant to Section <br />172.007 of Chapter 172 of the Local Government Code; NOW, THEREFORE, <br /> <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY PARIS, PARIS, <br />TEXAS: <br /> <br />Section 1. That the findings set out in the preamble to this ordinance are hereby in all things <br />approved. <br /> <br />Section 2. That the City's status as a risk pool for providing health and other related <br />insurance-like coverages for its employees pursuant to Section 172.005( a), Chapter 172 ofthe Local <br />Government Code, shall be and is hereby in all things approved and affirmed. <br /> <br />Section 3. That pursuant to the formal requirements of said Chapter 172, from and after this <br />date there shall be and is hereby created an administrative board oftrustees, consisting of City staff <br />members currently administering the City's risk pool, that being the City Finance Director, the City <br />Manager, and the Human Resource Officer, with the City Attorney to serve as an ex-officio member <br />of said board. <br /> <br />Section 4. That by virtue of formal designation of said board of trustees, the aforesaid <br />administrative staffmembers shall be required to participate in and receive at least sixteen (16) hours <br />of combined professional instruction in accordance with Section 172.007 of Chapter 172 ofthe Local <br />Government Code. <br />
