<br />applications for certificates of appropriateness. These Standards shall be made <br />available to owners and tenants of property designated as historic. <br /> <br />(c) Timing. For purposes of this section, the procedure for designation is <br />considered to be initiated immediately when the city councilor planning and zoning <br />commission or historic preservation commission votes to authorize the filing of a <br />designation case, or in the case of owner initiation, when the application for <br />designation is filed with the historic preservation commission. With regard to <br />designations initiated with or by the historic preservation commission, the <br />commission's review of such designation shall be completed and a recommendation <br />made within one hundred eighty (180) days of initial designation, or the initial <br />designation shall expire. <br /> <br />(d) Orders of the buildings standards commission exempt, This section shall <br />not apply to buildings or structures subject to orders of the building and standards <br />commission pursuant to Article III of Chapter 7 of the Code of Ordinances." <br /> <br />Section 5. That Chapter 7, Article VII, Section 7-1610fthe Code of Ordinances of the City <br />of Paris, Paris, Texas, be, and the same is hereby, deleted in its entirety, and that the remaining Secs. <br />7-162,7-163, and 7-164 be consecutively renumbered Secs. 7-161, 7-162, and 7-163, respectively. <br /> <br />Section 6. That it is hereby declared to be the intention of the City Council of the City of <br />Paris that the sections, paragraphs, sentences, clauses, and phrases of this ordinance are severable <br />and, if any phrase, clause, sentence, paragraph, or section of this ordinance shall be declared <br />unconstitutional or unlawful by the valid judgment or decree of any court of competent jurisdiction, <br />such finding of unconstitutionality or invalidity shall not affect any of the remaining phrases, <br />clauses, sentences, paragraphs, or sections of this ordinance, it being the intention of the City <br />Council that such remaining provisions shall remain in full force and effect. <br /> <br />Section 7. That all other ordinances or parts of ordinances in conflict herewith and not <br />expressly addressed herein are hereby repealed to the extent of such conflict only. <br /> <br />Section 8. That Section 7 of this ordinance notwithstanding, this ordinance and these <br />amendments to Article VII, Chapter 7 ofthe Code of Ordinances of the City of Paris, Paris, Texas, <br />shall not affect any pending or subsequent prosecution or other litigation for violation of the prior <br />or current provisions of Article VII, Chapter 7 amended or repealed herein, it being the intention of <br />the City Council that the aforesaid amended provisions be continued in full force and effect to the <br />extent necessary and as required by law, to effectuate the prosecution of all such outstanding <br />violations, or to effectuate the continuation of other litigation related thereto, and for such purposes <br />only. <br /> <br />Section 9.
