<br />ORDINANCE NO. 2004-004 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />PARIS, TEXAS, ADOPTING A NEW SECTION 26-9 TO ARTICLE I, <br />CHAPTER 26 OF THE CODE OF ORDINANCES, ENTITLED SENIORITY <br />PAY; ESTABLISHING THEREBY A PROGRAM OF SENIORITY PAY <br />WITHIN THE PARIS POLICE DEPARTMENT FOR CERTIFIED POLICE <br />OFFICERS BELOW THE RANK OF CHIEF BASED ON YEARS IN <br />SERVICE AND RANK ACHIEVED IN ACCORDANCE WITH SECTION <br />143.041 (c) 1 OF THE LOCAL GOVERNMENT CODE; MAKING OTHER <br />FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />WHEREAS~ Section 143.041 (c) (1) of Chapter 143 ofthe Local Government Code, the <br />Civil Service Act, authorizes municipalities covered by said Act to compensate polIce officers, in <br />addition to their base pay, on the basis of seniority; and, <br /> <br />WHEREAS, the Police Chief of the City of Paris has presented a plan to the City Council <br />of the City of Paris for implementing a program of seniority pay for Certified Police Officers <br />below the rank of Chief based on time in service and rank achieved: and, <br /> <br />WHEREAS, the plan proposed by the Police Chief would be funded by reductions in t.he <br />Police Department budget for fiscal year 2003-2004, thereby having a neutral effect on the uver-a!! <br />budget for said Police Department for fi~cal year 2003-2004; and, <br /> <br />WHEREAS, the City Council of the City of Paris desires to implement said progmn1 of <br />seniority pay; NOW, THEREFORE, <br /> <br />BE IT ORDAINED BY THE CiTY COUNCIL OF THE CITY OF PARIS', PARIS, <br />TEXAS: <br /> <br />Section 1. That the findings set ont in the preamble to this ordinance are hereby in all <br />things approved, <br /> <br />Section 2. That Article I of Chapter 26 of the Code of Ordinances of the City of Paris, <br />Texas, entitled "Police," shall be and is hereby amended to include therein a new Section 26-9, <br />entitled "Seniority Pay," said new Section 26-9 to read as follows: <br /> <br />"Sec. 26-9. Seniority Pay. <br /> <br />Members of the Police Department below the rank of Chief shall be entitled to <br />receive Seniority Pay, on the basis of time in service and rank achieved, said <br />Seniority Pay to be in addition to each officer's base pay as follows: <br />
