Overall Summary of Vulnerability and Impacts <br />A winter storm can range from accumulating snow and /or ice over a few hours to blizzard <br />conditions with blinding, wind - driven snow lasting several days. In latitudes like Texas' where <br />moist Gulf air collides with arctic temperatures from the Canadian Shield, winter storms — <br />particularly ice storms — have the potential to cause significant property damage, transportation <br />problems, and utility service failure over large areas of the State.
