Lamar County Multi- Jurisdictional Hazard Mitigation Plan <br />Chapter Four <br />CHAPTER FOUR - MITIGATION STRATEGY <br />4.1 HAZARD MITIGATION GOALS AND OBJECTIVES <br />The goals and objectives for Lamar County Multi- Jurisdictional Hazard Mitigation Plan are <br />many, the obvious benefits to individuals bot financially and emotionally following a disaster, the <br />benefits to government both financially and politically, and the benefits to private business. The <br />overall goals and objectives of the plan established by the Hazard Mitigation Planning Team <br />(HMPT) after Hazard Identification are: <br />Goal 1 - Minimize potential impacts for existing development from natural hazards. <br />• Objective 1.1 - Promote the use of early warning systems to alert <br />people of severe weather, such as thunderstorms, floods, and tornadoes. <br />• Objective 1.2 - Improve the safety of high- hazard dams to minimize the <br />threat to people and structures that would be impacted by their failure. <br />• Objective 1.3 - Educate and equip emergency responders with the <br />knowledge and tools to respond to all hazards. <br />• Objective 1.4 - Promote the installation of tornado safe rooms in homes <br />and public facilities. <br />• Objective 1.5 - Develop and promote outreach strategies to educate <br />residents businesses, and local school groups about local hazards, <br />mitigation strategies, and emergency preparedness. <br />• Objective 1.6 - Develop back up plans for critical infrastructures and <br />properties. <br />Goal 2 - Minimize potential impacts for future development from natural hazards. <br />• Objective 2.1 - Ensure building codes addressing the construction of <br />structures are properly enforced. <br />• Objective 2.2 - develop and regulate mechanism to insure new <br />developments will not increase risk to life or property. <br />• Objective 2.3 - Empower citizens to make better informed choices. <br />Goal 3 - Facilitate a sustainable economy by protecting agriculture, businesses, <br />infrastructure, and other economic activities from natural hazards. <br />• Objective 3.1 - Promote importance of having crop, homeowners, flood, <br />and other insurance. <br />• Objective 3.2 - Form local partnership to share resources. <br />Goal 4 - Support the goals and objecives established in the State Hazard Mitigation Plan. <br />• Objective 4.1 - Incorporate the State Plan in the development of the <br />Lamar County Multi- Jurisdictional Hazard Mitigation Plan. <br />• Objective 4.2 - Continue to conduct studies and assessment of risks <br />and incorporate results into future updated plans. <br />• Objective 4.3 - Increase public and private understanding of the goals <br />and objectives of the state and local plans. <br />4.2 COMPREHENSIVE RANGE OF MITIGATION ACTIONS <br />The objectives listed in 4.2 and the mitigation actions were developed during a HMPT workship and <br />public meetings held by the Hazard Mitigation Planning Team. During these workshops and <br />meetings a review of identified hazards and information about previous occurrences and extents of <br />damage was presented allowing for the objectives and mitigation actions to be history based. <br />173 <br />
