Lamar County Multi- Jurisdictional Hazard Mitigation Plan Chapter Four CHAPTER FOUR - MITIGATION STRATEGY 4.1 HAZARD MITIGATION GOALS AND OBJECTIVES The goals and objectives for Lamar County Multi- Jurisdictional Hazard Mitigation Plan are many, the obvious benefits to individuals bot financially and emotionally following a disaster, the benefits to government both financially and politically, and the benefits to private business. The overall goals and objectives of the plan established by the Hazard Mitigation Planning Team (HMPT) after Hazard Identification are: Goal 1 - Minimize potential impacts for existing development from natural hazards. • Objective 1.1 - Promote the use of early warning systems to alert people of severe weather, such as thunderstorms, floods, and tornadoes. • Objective 1.2 - Improve the safety of high- hazard dams to minimize the threat to people and structures that would be impacted by their failure. • Objective 1.3 - Educate and equip emergency responders with the knowledge and tools to respond to all hazards. • Objective 1.4 - Promote the installation of tornado safe rooms in homes and public facilities. • Objective 1.5 - Develop and promote outreach strategies to educate residents businesses, and local school groups about local hazards, mitigation strategies, and emergency preparedness. • Objective 1.6 - Develop back up plans for critical infrastructures and properties. Goal 2 - Minimize potential impacts for future development from natural hazards. • Objective 2.1 - Ensure building codes addressing the construction of structures are properly enforced. • Objective 2.2 - develop and regulate mechanism to insure new developments will not increase risk to life or property. • Objective 2.3 - Empower citizens to make better informed choices. Goal 3 - Facilitate a sustainable economy by protecting agriculture, businesses, infrastructure, and other economic activities from natural hazards. • Objective 3.1 - Promote importance of having crop, homeowners, flood, and other insurance. • Objective 3.2 - Form local partnership to share resources. Goal 4 - Support the goals and objecives established in the State Hazard Mitigation Plan. • Objective 4.1 - Incorporate the State Plan in the development of the Lamar County Multi- Jurisdictional Hazard Mitigation Plan. • Objective 4.2 - Continue to conduct studies and assessment of risks and incorporate results into future updated plans. • Objective 4.3 - Increase public and private understanding of the goals and objectives of the state and local plans. 4.2 COMPREHENSIVE RANGE OF MITIGATION ACTIONS The objectives listed in 4.2 and the mitigation actions were developed during a HMPT workship and public meetings held by the Hazard Mitigation Planning Team. During these workshops and meetings a review of identified hazards and information about previous occurrences and extents of damage was presented allowing for the objectives and mitigation actions to be history based. 173
