Lamar County Multi - Jurisdictional Hazard Mitigation Plan <br />APPENDIX B <br />Stafford Act – The Robert T. Stafford Disaster Relief and Emergency Assistance Act, Public Law (PL) 100 -107 was signed <br />into law on November 23, 1988. This law amended the Disaster Relief Act of 1974, PL 93 -288. The Stafford Act is the <br />statutory authority for most Federal disaster response activities, especially as they pertain to FEMA and its programs. <br />Thunderstorm - A local storm produced by a cumulonimbus cloud and accompanied by lightning and thunder. It forms <br />from a combination of moisture, rapidly raising warm air and a force capable of lifting air such as a warm and cold front, a <br />sea breeze, or a mountain. <br />Topographic – Map that shows natural features and indicates the physical shape of the land using contour lines based on <br />land elevation. <br />Tornado – A violent windstorm characterized by a twisting, funnel- shaped cloud. It is spawned by a thunderstorm (or <br />sometimes as a result of a hurricane) and produced when cool air overrides a layer of warm air, forcing the warm air to rise <br />rapidly. <br />Transportation Systems –This category includes: airways, bridges, tunnels, roadbeds, overpasses, transfer centers; <br />railways, and waterways. <br />Utility Systems – One of the lifeline systems categories. This category includes potable water, wastewater, oil, natural gas, <br />electric power facilities and communication systems. <br />Vulnerability – Description of how exposed or susceptible an asset is to damage. This value depends on an asset's <br />construction, contents, and the economic value of its functions. <br />Watershed – Area of land that drains down gradient (from areas of higher land to areas of lower land) to the lowest point; <br />a common drainage basin. The water moves through a network of drainage pathways, both underground and on the <br />surface. <br />Wildfire – Any instance of uncontrolled burning in grasslands, forests, and brush land. <br />Wildland /Urban Interface (VaM - The area where houses and wildland vegetation coincide. <br />Wildland Fire Assessment System (WFAS) - An internet -based information system that provides a national view of <br />weather and fire potential, including national fires danger, weather maps and satellite derived — Greenness[ maps. <br />Wind Chill Index (WCI) - The temperature your body feels when the au temperature is combined with the wind speed. <br />Zoning Ordinance – Designation of allowable land use and intensities for a local jurisdiction. <br />204 <br />
